Objective Measure Management Tools

Health Information Exchange PI Upload

Access the import tool to upload a HISP report for the Support Electronic Referral Loops by Sending Health Information measure (HIE M1). After the upload, any patient with data indicating a CCD was sent to and subsequently received by a provider, will qualify for the Health Information Exchange numerator population.

Select Hospital → Import/Export → Health Information Exchange PI Upload

Import

  • Select “Choose File” and browse to find the HISP file (in specified CSV format below) to upload into ENCOR.
  • Enter the measurement period year.
  • Select Import File.

HIE upload

  • The measure results from the upload will display after the nightly loads run.
  • Each time a file is uploaded, it overwrites the previous file. You will need to maintain and upload a file with all accounts.
  • Delete HIE Import File tab removes any past uploaded files. Selecting this will keep the Support Electronic Referral Loops by Sending Health Information measure from referencing any file uploads.

HIE M1 CSV File Requirements:

  1. Per the measure specification, the referring provider must have reasonable certainty of receipt by the receiving provider to count the action toward the measure.  You must confirm the data being imported meets this criteria. It is the hospital’s responsibility to review the file for accuracy and remove failed transmissions before importing. The import tool calculates the Numerator; only messages that were successfully received by the HISP/HIE should be included in the file.
  2. The imported file must be a continuous data file containing all data for the reporting period (YTD file). You can import as often as needed but the file will overwrite previously imported data; you will need to import year-to-date data every time you import.
  3. If you import erroneous data, you can either import an empty file to overwrite or simply re-import the corrected year-to-date data.
  4. The file must be in CSV format and include 2 columns, with headers, labeled as shown in the screen shot below:

Remove all extraneous details and use the date format shown above. Additional data, fields, columns, etc., will cause an error on import.

If your HISP does not have a Message Date in the file you can import without the date column populated. You still need the “Message Date” header in the CSV file, with no data in the column.
