Changes to SEX Data Element **Updated 8/3/2023

TJC and CMS are changing the allowable value for the Data Element: Sex beginning with July 1, 2023 Discharges/Encounters.

The new Allowable Values are:

1 Male
2 Assigned/Designated Male at Birth
3 Female
4 Assigned/Designated Female at Birth
5 LGBTQ
6 Unknown

Medisolv will be making changes to several of our import files.

BASE FILES (IPPS and OPPS)

For discharges/encounters from 7/1/2023 and forward, the format of the ‘Sex’ column in the base file imports will change to a tilde (~) separated list of values 1 through 6. This will allow for multiple values to be sent within the column to align with the allowable values for TJC and CMS.

To accommodate the delay in implementing these changes by IPF and Mass Health, Medisolv is adding a new column effective with 7/1/2023 discharges/encounters. The new column will be titled ‘SexMFU’ and should contain the original allowable values of the ‘Sex’ column.

M = Male
F = Female
U = Unknown

This column will eventually be removed, when IPF and Mass Health are able to align with TJC and CMS.

Both fields (Sex and SexMFU) will be optional.  The headers are REQUIRED in the file. They can contain either an allowable value or be blank.

HBIPS-EVT UNLIMITED

The HBIPS-EVT Unlimited Clinical file will undergo the same changes as the base file, new allowable values for ‘Sex’ and a new column titled ‘SexMFU’. However, these changes will be required for Event Dates of 7/1/2023 and forward, as opposed to discharge/encounter dates. Both fields (Sex and SexMFU) will be optional. They can contain either an allowable value or be blank in the file.

Note: Sex is REQUIRED by CMS for OQR and IQR, so if not populated by file import, will need to be abstracted. SexMFU value will be sent in IPFQR submission files starting with 3Q2023 and is REQUIRED for submission. If not populated by file import, the data element will need to be abstracted. 

Any abstracted data may be overwritten by future file imports on unlocked cases (this includes blank values or incomplete values in the file overwriting accurate abstracted data). For example, blank values are sent for Sex data element in the import file. The abstractors abstract the data element on the worksheets. They must lock the worksheet if any of the cases will be sent again, so the values in the import (including blanks) don't overwrite the abstracted value. The same holds true if the file data is inaccurate.

CONCURRENT ABSTRACTION

The concurrent abstraction file will undergo a different update, as there is no way to determine which quarter a case will fall into from a concurrent abstraction file. The ‘Sex’ column will remain as is in this file, and a new column ‘SexMultiSelect’ will be added and will accept a tilde separated list of values from 1 to 6. To ease the burden of this immediate change, both columns will be optional and can be sent as blank (headers for these two fields are not required in the file).
